Twitter's paid feature called Super Follows allows Twitter users to pay followers and give them access to additional content in the form of bonus tweets, access to community groups, newsletter subscriptions, or badges. Twitter cited an example where a user was charged $4.99 a month to get a number of benefits.
Therefore, Twitter allows creators and publishers to pay their fans/followers directly.
